either a) they received an exemption or

    b) the statute excludes stadiums, large venues, and the like or

    c) they boil/steam them first, then grill them at the end for effect.

    I don't know.

I believe Dodger Dogs are first soaked in beer then boiled/steamed and then grilled.

I don't think LA county department of health has a problem with grilling hot dogs in restaurants where the kitchen equipment is more controlled and kitchen employees might have just a little more training than Jose coming out of his house and using a camping stove or similar device on a makeshift cart and selling hot dogs on the street. It's going to be easier to regulate grilling temperature with professional restaurant equipment.

I think the law about boiling or steaming is reserved for carts. How come we cannot have decent carts like in New York or Boston where they grill sausage and pepper on the corner

    Just speculating here but...

Maybe those cities City Councils arent the inept boobs in LA not to mention that a large % of people running illegal hotdog carts are probably themselves illegal.

Hot dogs are pre-cooked when you purchase them. I think this issue is more about the bacon than anything. And besides:

"I've seen cockroaches just pour out of the bottom," he says. "I've seen meat sitting out in the sun for hours. We've seen hot-dog carts where the owner has a little bottle where he urinates, because he doesn't want to leave his cart. And he stores the bottle alongside his food."
    EWWWW.
