It is a risk in Downey, try Lakewood. A nice seafood place.
I've lived in Downey 30+ years. Here's the best restaurants in the city.

Gloria's is one of the best Mexican restaurants I've ever had.
Fresh tortillas made in the dining area. Get the Molcajetes bowl. Served with Mexican cheese, cactus, steak, chicken, shrimp, etc....

Across the street from Gloria's this place has Peruvian cuisine. The sauces the chef creates are awesome. Try the Aji De Gallina plate. Shredded chicked cooked in a mild curry sauce served on top of steamed round potato & rice pilaf.
Their full or half chicked plate is great also.

My aunt and uncle have lived in Downey forever too and if they're going for pizza, they'll usually go to Downey Pizza Company for the Pastrami Pizza.
That's right, pizza with pastrami, mustard, and pickles.
