Sonar is a really easy program to use. Garage band is easier. I recommend getting an m-audio fast track M-Audio FastTrack gets a new, more functional design, improved audio quality and Pro Tools M-Powered Essential. The mic on a pc's sound card can work but it's hard to get good tone from it.

To make my life easier for a while I used Acid Pro, easiest program to use but, it's not really made for guitar recording. When you record, the clip will be off a couple milliseconds but, it's easy enough.
Sonar is probably my favorite PC tool to record music with, you can use acid loops, and the interface is simple.
Garage Band is really easy to use, but I don't own a Mac anymore so there.
