It seems there are more than 16 of them, and the programming for their Web page hard cuts the list at 250 titles. I couldn't find anywhere they made mention of tiebreakers, so I assume it should remain in its voted-upon spot of #235, even though the page does not display it.
EDIT: When you click on a movie in the top 250, including Le Samourai, a scrolling box appears in the right column, showing its place in the list. There are a lot of films bunched up at 235, including The Big Lebowski and Belle de Jour!
