I prefer to think of Batman the way the film Ratatouille thinks about chefs.

NOT anybody could be Batman.... but a "Batman" could come from anywhere.

Sure... if JGL was a multi bazillionairre who spent years traveling the world learning the ways of the criminal et al from Batman Begins and then had a support staff of Alfred, Morgan Freeman and the rest then sure MAYBE he MIGHT have become Batman.

But we'll never know. Cus he didn't do all that stuff. He was in Inception and then he got the keys to the Batcave.
