Turns out he is a pretty good sci-fi writer and this is his first effort. A hard sci-fi space opera book that I enjoyed.

This is the second book of Paolo Bacigalupi's I've read, the first being Ship Breaker, which was a pretty great novel, actually. The Windup Girl is far more adult in nature (sexual situations) than SB was, but is a thoroughly enjoyable read so far. Based in the same post-apocalyptic/dystopian world as SB.
His writing style is brilliant. Try this one or Ship Breaker. You won't be sorry!
This looks cool! Except for the endorsement of Peter F. Hamilton, that is. His stuff is absolute dreck. Don't believe me? Read his book, The Reality Dysfunction, the first of three in the abysmal Night's Dawn trilogy.
