What do I need? What do you recommend?
PCI card(s)?
Shrink-wrapped (CD/DVD-based) software?
Web-based software (no client executable, just upload *.wav & download *.mp3)?

Check into a program called Switch. I don't know if it'll work for wav files, I've only used it for aiff files, but it's a free download for a trial version so it wouldn't hurt. Otto von Blotto turned me onto this program a while back and it's awesome, really easy to use.
I know that Creative has a WAV/MP3 converter and editor in their software that I like very much...
Foobar, right click files >convert to. Also is an excellent free music player also, not bloated like winamp or media player.
Switch did the *.wav to *.mp3 thing just great for me.
..... now I want to extract audio (not video) from some movies & TV shows on DVD, and that doesn't appear to be in Switch's range. Any ideas?
ImTOO DVD ripping software: rip DVD to AVI/DivX/MPEG, DVD converter DVD ripper will allow you to rip the audio only from a DVD and is only $35 for this software.
