The Quickest way to fix this is to repair the Operating System. Which requires you to boot form the Vista disc and go through the setup process until you get to the repair the Windows installation. the first one will ask you if you want to repair the system with the recovery console you DO NOT want to use that one. Continue past that just like you are going to install windows and you will again be asked if you want to do a repair of the Current installation of Windows this is where you want to be. repair the OS with this function and it will do an inplace reinstall of Windows.
