I think AT&T has a good deal on the iPhone 4(I wouldn't bother with a 3GS since its "outdated") right now with contract, but either way you do have to pay for data on top of your regular minutes plan.
I don't know if I can recommend using craigslist or eBay to buy an iPhone, since I've heard so many mixed reviews, plus you don't get any warranty on the phone.

best buy has the 4 for 80.00 with activation right now. Android is still a superior OS
Be warned, Verizon is looking to end ALL unlimited data plans in the very near future. This is looking to probably coincide with the release of the new iPhone 5 which is rumored to be 4G LTE capable. If you have a 3G phone you are safe, but if you want the new one, say bye bye to unlimited data
I think anyone that's grandfathered in with ATT will still keep unlimited. My dad is still under an unlimited plan.
The whole thing is, is that they are trying to get rid of the grandfathered contracts. By saying that to get a 4g phone, you have to have this data plan etc, they are rubbing you out. Obviously, I have been waiting for the iPhone 5, but may be content just upgrading to the 4s. I have a renewal available due to Verizon ending the new every 2 program, so I am just waiting for my wifes upgrade date and our contract is up in September anyway...
I got a 4G Samsung Galaxy in December and still have unlimited data, although the Phone service seems to be much slower and more dropped calls than ever b4.
