There are a bunch of reasons...

Slow Internet on the provider's end
Slow Internet between hops
Slow Internet on your end
Poorly encoded video
Your computer is running slow

Other then making sure your computer is running in tip top shape, theres not much you can do. Make sure you run Windows Update and update the OS, clean off any spyware, and make sure you have the latest versions of the video software you are using. You can also run a speed test on your internet connection to make sure its running properly. If all of those check out, theres not much you can do.
