You don't have to log in as the Root User to repair permissions. Just log in as the Administrator and repair permissions. It is best to leave the Root User deactivated (if you somehow learn how to activate it anyway).
I haven't used Leopard yet, but it sounds like you have some sort of simplified finder that is limiting what you can see in that account. I would log into as the administrator, then check out the specific accounts in System Prefs, just to make sure that Simple Finder, or a restricted finder isn't enabled in the account giving you problems. (That's probably not the solution, but it is worth a try. :) )
