video editing software - Google Product Search
Any one of these would work just fine.
I use Pinnacle Studio 12. It seams to be the best of the consumer end type video editors before you get into the semi professional type editors. It also costs a little bit more.
Just do it the old fashioned way with a mixing board and blank tape.
here is a list of Free Open Source Video Editing programs for Windows, Mac and Linux. The first part of the list is for Windows. http://tv.isg.si/site/?q=node/87
And if he wants to make DVD's from the Video files here is a program called DeVeDe http://www.majorsilence.com/devede
I have used this program in Windows and it works great. you can even create ISO files from this program or you can have it burn the movie to a DVD or a CD as well.

Make sure the computer being used for Video editting is a little beefy in the RAM department, as well as a decent video card. Nothing zaps system resources quicker than rendering videos.
Yup! I had to cut out some music from something I edited yesterday because it completely bogged down the rendering.
It's basic, but I've been using Windows Movie Maker. It gets the job done until I can afford a new computer with a heck of a lot more power than my current old computer.
