It will be a new engine, Rock* has used the in-game assets for trailers in the past.

What I've heard is that they're talking about "espisodes" being able to be downloaded over time that will add to the game as time goes on. If it works, it could revolutionalize the genre.

PS3 and 360 will have its own exclusive content. I've never been a GTA fan but that trailer is pretty cool. I'll at least rent it.
