I have 7 old PCs and several old monitors/cables that are just collecting dust in my closet. Does anyone in the greater LA area recycle old electronics for free?

Leave them on the side of the road somewhere. Let the city pick them up. I think that's why we pay that "CA recycling fee" whenever we buy new TVs and monitors.

Here is a link to the SAFE centers where you can drop off old electronics.

You can only drop off 6 computers at a time, but I'll bet you could get them to bend the rules. Just put the stuff in your trunk or back seat. You just drive up and they unload it. Super easy. I have been to the Sun Valley and Northridge ones. Sun Valley one is right off the 5 freeway. There are maps to each of them on that link.
I am the Queen of Recycling. Oh, and you can take used batteries there, also. I have a huge box that I take every year or so.
