Wife and I have a 5-year old, and we talk from time to time about how she'll be allowed to use the computer when she gets older. One thing we mutually agree on is that she won't be getting a computer in her own room. She'll have one in the family room instead.
Is that an option for you to perhaps protect your daughter from some of the nasty things the internet has to offer?

Computers for kids need to be in a common area. Mine will not get computers in their room, or their own laptops. If my 8 year old uses mine, its done with me sitting right next to her.
Talking to your teenager about it might not suck as bad as you think. If she's still being secretive, I'd go with CD's suggestion regarding the software.

I've had to load Spector on corporate PCs as well. It works really well and is virtually undetectable.

Try a flavor of VNC, there should be one for the operating system. Basically, it's meant so you can take over someone's desktop, but if you configure it right, you can peek into what your kid is doing without her being the wiser.(Hide the Icon, configure not to take control on connection).
