i ordered small shoulder/elbow pads and they seem to fit the "size charts" but i'm curious if the consensus thinks there is too much open real estate between the pads.. should I move up to medium?

I'd say move up a size.
I think ultimately you try not to leave big unprotected gaps between shoulder pads, elbow pads, and gloves. Anywhere you see skin you're vulnerable.
My pads have much bigger shoulder caps than those do to begin with, but those seem particularly small and restrictively tight. I'd go at least one size up.
