You're not understanding the situation correctly; there were no waivers back in September because there was no training camp. The NHL allowed a one-time deal where players who were on the clear day roster of the AHL team the season prior could sign an AHL contract for the duration of the lockout without having to clear waivers.
Pretend the first half of the season never happened and we're in September right now. Hickey doesn't make the team out of training camp, and the Kings want to assign him to Manchester. Because of the year he was drafted, he has to pass through waivers to go there. The Islanders claim him while he's on the way down.
That's the exact same situation we're in right now. The lockout just added a few nuances to it.
Islanders held their first training camp scrimmage vs. their AHL team and Hickey wore #14 and was paired with Matt Carkner. According to a couple posters on HFBoards, Hickey was exactly as advertised. Skated well, moved the puck and was positionally sound.
If you are going to make such a large gamble on a 4th pick it better work.
Good on him. Drafted where he was, he always seemed to have an extra weight on him here when he didn't progress as rapidly as everyone wanted/expected.
I'm pretty sure a part of this is DL setting him free for his own good as well. It's the class thing to do for a kid with his skills and smarts.

Pending any move while Mitchell is out, the defense will probably be:
Scuderi/Doughty
Martinez/Voynov
Muzzin/Greene
Drewiske
Muzzin/Greene pairing is tough. I like it.
Pretty safe assumption, then, that when Mitchell returns, it will be Drewiske to waivers for the purposes of assigning him to Manchester. No way Muzzin would clear.
