Ive only ever heard it done a few weeks ago during an acha division 2 game at UNLV. But the guy would only announce it when the visiting team (in this case Iowa) was back at full strength as if to help the home team realize they no longer had the advantage. The lack of the stick taps from their goalie only confirmed my suspicions. And it pissed me off to the point where not even mass amounts of alcohol couldnt make me ignore it! I kept thinking no **** sherlock! Hence the guy coming out of the penalty box....
