How do you figure? None of them played in the SCF. Lokti played in a couple of games in the first round and was only two regular season games short of automatically qualifying. Neither Westy nor DD even came close to playing in enough regular season games. Remember -- not only does the team have to petition for, but the league also has to approve, non-qualifiers. Obviously, I don't know what the organization's thinking is about such things, but none of them are sure things even if the team does petition for them.
Look at the three prior Cup winners. Pittsburgh petitioned for, and the league approved, Mike Zigomanis (for reasons I couldn't find), whose stats were fairly close to Westy's this year. Chicago got no non-automatic qualifiers on (despite petitioning for at least one), and the only non-automatic qualifier for Boston was Marc Savard who only didn't qualify because of injury (the team petitioned for at least one other who didn't get approved).
I hope they all make it, but simply being a "good guy" or a "team player" probably isn't enough.
