Atlanta was mismanaged for so long, it does not surprise me that they may have to start low for a few seasons to rebuild.
I am sure the fans are happy to be supporting a team right now. If there is any smart times to rebuild, it is now with the certan honeymoon period I am sure is going on in Winnipeg.
