According to the CBA, unless they name one at the beginning of the CBA, there isn't one until they agree; all grievances are to be handled by arbitrators on an ad hoc basis until one is selected. Presumably, there is not one which has been selected so they'll fight about this one for a while. I don't see a procedure for selecting one if the parties do not agree.
EDIT: Section 48 deals with a "successor" System Arbitrator. There is no provision that I see for choosing an arbitrator for grievances if no System Administrator was chosen to begin with.
