Stupid. Potentially have another lockout to get the spending limits and provisions so they can devise new ways to skirt around the very limits and provisions they just put in place. There's gotta be a scumbag steve meme for NHL BOG's.

I hope the two sides will work toward an acceptable compromise, and the pinhead owners aren't going to hardline this ridiculous stance (particularly the UFA part).
This is the owner's initial proposal. They don't actually believe they are going to get the players to take less than 50% of the revenue. It's just the opening volley and at least there is something now on the table to discuss. It's better than both sides staring at each other waiting for the other guy to make the first move.

I was going to say the same thing. Just like anyone else who haggles, you always start out with an outrageous offer. That way when you back off on the things you never expected to get you can seem play reasonable and willing to compromise. I am not saying there will or wont be a lockout, just that this is not enough.
There's haggling and there's bargaining in good faith. I wish the sides had enough respect for each other to be able to do so.
