Well maybe it doesn't matter to my previous statement of him being in the minors but it does matter if it is in 2004 because it wasn't against baseball rules then, whereas Steroids was illegal.

Steroids weren't officially illegal in MLB when Bonds used from 1998-2002 either. It's not so much the legality that people are worried about as much as the perception and legitimacy of the game.
