Why was this designated spot rule put into place specifically? Shouldn't it be up to the team on who they can bring in? Look at Spain, England, Germany, etc. They all can bring in a lot of big names for the right price but I'm not too sure if they also have a limit of how many.
Is it because they don't want MLS to be like MLB where the Yankees, Red Sox, and Angels can spend like crazy on a lot of players and teams like Kansas City, Pittsburgh, and Tampa Bay can't afford the same? I know in Mexico there are only a certain amount of international players and local players they can bring in which screws over Chivas Guadalajara because they have the policy of having only Mexican players (policy was started by their original founders, French and Belgium immigrants to Mexico) and they cannot use their international slots to get other players.
Me personally, I'd love to have Raul play for Chivas...
