He does. Before and after. Phelps was one of a handful, if not just 2 or 3, athletes who VOLUNTEERED for EXTRA drug testing just so he could shut the naysayers up.

LOL! It's not a big problem ANYMORE. Back in the day the East Germans were caught doing it, as were the Chinese women several years back. All of a sudden, a few Olympics ago, the Chinese women burst onto the scene and started sweeping up medals and world records, and they looked and sounded like men. Too many similarities to those Germans. Sure enough, in time, they got caught - the Chinese women had those same old East German coaches and team doctors. They'd take an athlete's blood, dope her up, and then shortly before the games, they'd transfuse her "good" blood back in, so she'd pass all her testing. Since the days where they all got caught, the Chinese women have NEVER been as good as they were back then.
I remember those times. I was watching 5000 metres running competition and instead of Kenyan and Ethiopian women, there were come Chinese chicks crushing their competition. I was like "WTF?!" when three Chinese women won with a world record. :umm:
Swimming is a relatively clean sport I don't doubt best swimmers. On the other hand 95% of cyclists are stoned all the time. Including Lance Armstrong, sorry. I was browsing the internet about Phelps and doping and it seems to me that most of the naysayers come from USA, sad.
Congrats to Boise resident Kristen Armstrong (no relation to Lance) for winning the women's cycling time trial.

it's a shame some people (and yes as trdi says, americans) aren't taking that into account and are instead thinking that he's doped.
