I haven't gotten it yet, and probably won't for a week or more... but... in my estimation... as far as skills go... it is never a bad idea to kick some major ass with a weapon or two. Also, in the previous editions, a total thief type character reaped major rewards.
You can have three primary skills, so a weapon skill is a good choice.
Repair skill is SOOOO useful, if your character gets encumbered you can repair two pieces of armor combining them. This brings the selling price up and your weight encumbrance down!
Same with weapons, it saves on your available loot space, which is KEY for me as I am not the type to run in with a strength based character into a room full of enemies.
The speech skill opens new available options in your adventures as well, these speech skills if used correctly can gain you INSTANT xps, that would not be available without the speech skill.
I have not been playing as long as some folks who have the game but I have yet to find anything in a lockbox or hacked computer that I needed right then. So I will be saving my lockpicking and hacking skills for later.
Make sure to make a save before you respec upon entering the Wasteland, and keep that save, you can always go back and respec your character later.
Don't raise any of your skills higher than around 80 as there are items in game that will get you from 80-100, and the 20 point difference is not that noticeable, better to grab other skills.
By having a high Intelligence stat it gives you more skill points on levelling, I started with a 9 INT and found an in-game item to raise it to 10, that gives 20 skill points PER level, plus a perk that gives me 3 more, means 23 skill points per level.
Rest before you hunt, gives a 10% xp bonus if you are rested, then if you take the learning perks, at 10% per level, 3 levels of that, you have a 40% bonus to all earned xps! You can get this all going as early as 4th or 5th level and have those adding in all game.:)

I've been waiting forever for this game. I loved Fallout, Fallout 2 and even Fallout tactics and when i heard rumors of this coming over a year ago I've been counting the days.
Got it on my PC am just loving it. Only piece of good advice i have,as everyone plays it different, is save your game A LOT!!
