$1000 fine for throwing football/frisbee on LA County beaches

Have you ever been hit by a frisbee? At work, I've had to send several people to the hospital over the years due to frisbee accidents. A few kids went for stitches, one for a broken finger, but most frisbee injuries were indeed just bumps, bruises, and minor cuts. And, of course, all of these injuried people were actually playing frisbee, not just laying around and being hit without any warning.

As for the new law, do I think this is worth a $1000 fine? Not even close.

No they seem to have it backwards, the previous law stated
"It is unlawful for any person to cast, toss, throw, kick or roll any ball, tube or any other light object other than inflated rubber balls less than 10" in diameter" now that part is crossed out and it say "a beach ball". I would say that means the frisbee's were always screwed but a football was at least debatable. Regardless the libertarian in me screams about them needing an ordinance about this.
