Those who would do harm concerning identity theft, information gathering, and any other form of digital attack, can and will do so whether you have a Facebook account or not. (this includes government).
So why would you open a Facebook profile? Maybe you'd like to have a relatively convenient avenue for re-connecting with old acquaintances. Or a place to share interesting ideas and special moments with friends and family. You can set who and when people have access to what and when. So it's not like every aspect of your life is being broadcast to the public, unless you post it and set it that way.
Also, why would someone you don't know try to contact you? Even if said unknown people are trying to get a hold of you, you can just ignore the request. Just because someone tries to contact you doesn't mean you have to respond. Better than the people you don't know finding your address in public record and knocking on your front door?
