Although the phrasing of this one is silly, as noted, I think it's a nice thing to ask, because what the questioner is really asking is something along the lines of,"Do you have a moment to answer my question?" It gives you a chance to say,"Yes, go ahead. Shoot."; or,"Not right now. Can you give me 5 minutes?"; or,"No, you just did."; or,"Of course you can ask me a question. You just did.
