I have extensive evidence that what this REALLY means is "I'm not technically a pathological liar, but rather I withhold the truth on a regular basis so you won't have any clue what's really going on." I swear I'm going to kill the next guy who tells me this.

To expand on your post, do people really not know that prefacing a statement with "to tell you the truth" is usually an announcement that they are about to lie?
