Is there any rhyme or reason for when the forum software re-sized photos?

Most of the time the photos I post are made smaller, even if the original is small. Other times, a huge photo will get posted as-is, without any reduction. Is there any system to it?

I don't think it resizes any photos.

It resizes about 90% of the photos I post.

Not a matter of a specific host, I've posted images hosted in imgur which were not resized.
