I'm pretty sure this owner is talking about the tactical vest carriers worn on the outside of the uniform shirt not the body armor worn underneath. A lot of PDs are allowing this for regular patrol officers so that they can carry more of their gear on the vest instead of on their belts helping to ease back problems. "Disturbing and unsettling" ........really
