The Padres could have matched the offer (including taxes) but either didn't or he chose to play in AZ.
Or he could have been one of those guys "muh tax monies going to the gumbermet to be wasted" types.

Meanwhile, Rams, Lakers, Dodgers, Galaxy having no issues getting the best talent in the leagues.

Owners know the rules of the game and the states tax structures. It's up to them to be competitive.
