Panarin to Kings

True. But knowing someone you have faith in matters and that’s what this Kings org has prioritized.
Luc hired Holland because he believed in him and thought he was the right guy to manage this roster. Whether that was a good or bad hire will be decided over the course.
Holland been good overall

Kings and most NHL teams will not be doing extendo rebuildz

Holland has made a couple decent moves. I like the Foegele, Perry and Laughton trades. As of now, the Kings are playing 500 with the recent moves Holland has made. With that being said, if the Kings don't make the playoffs, did he improve the team?

Last spring he inherited a team that finished 2nd in the Pacific and a Byfield clear of the puck from moving into the second round. Just last summer LGK was all over him for the defensive free agent signings he made. He will most likely have a long spring/summer to make his mark. Trades are his best bet as I don't believe top UFA's will sign in LA.

He has been okay. So far, he's far from a significant improvement over Blake...especially Blake of late, after he fixed the PLD (that likely wasn't even of his making) and Cal blunders.

It's too soon to properly judge. Though he will have some work to do in order to find a #1C with Byfield increasingly trying to not become that, and to fix the defense as DD is turning into a fossil and even though Dumo isn't bad, Ceci is atrocious and he will HAVE to be replaced. So, assuming LD stays as it is (Mikey, Dumo, Joel), Rob will have to find two RDs, one of which top 4 in quality. Though Bruschetta is increasingly looking like a lock for NHL and he might just make the team out of camp. Lucky break would be both him and Wooley making the team as the 3rd pairing, thus making Edmundson or Dumo expendable, too. Question is whether or not the front office is willing to risk it with two 20 year olds on defense...

He absolutely must capitalize on the goalie surplus. One of Forsberg and Kuemper need to be traded for at least a 3rd rounder, preferably more, and replaced by either Portillo (IMO he's ready) or Slukynsky (he probably wouldn't say no to a chance to jump straight into NHL as a backup with the chance to become a starter within a year).
