A great primer on current research at IBM -
My rather dystopian worldview suggests to me that, although the inputs and outputs are translated to/from a classical computer (and are theoretically available to anyone), the cryogenic/superconducting nature of the actual quantum computer will ensure that they will be located in research, military or governmental facilities and sealed off from the hoi polloi, except for access that the institutions themselves control.
These require a huge investiture in capital and specialized research; I don't think anyone will be building one of these in their garage.
